Forum of Thrones is set in Westeros and Essos a good hundred years after the Doom of Valyria, during the days of Aegon's Conquest, starting a few months before House Targaryen launches its invasion of the Seven Kingdoms. At the time, Westeros is not a united nation under one king, as known from the books and show, but split between eight sovereign rulers. These rulers and their kingdoms are:
Mern Gardener, King of the Reach
Ninth of his name, Mern hails from one of the oldest houses in Westeros, as well as one of the largest of the current royal families. His kingdom is the Kingdom of the Reach, in southwestern Westeros, a prosperous kingdom with a strong chivalrous tradition, rich through agriculture and trade. Having the highest population density in all Westeros, it is also home to Oldtown, the oldest and largest city in all Westeros. Mern however is seen as a just and fair man, but not a particularly strong king and under his rule, many of his lords have grown disappointed with his indecisive leadership. More concerned with the needs of the smallfolk than his bannermen, Mern nonetheless remains more intelligent than he is given credit for, yet unable to deal with highborn critics.
Harren Hoare, King of the Isles and the Rivers
Harren comes from the dreaded Ironborn dynasty of House Hoare. Traditionally Kings of the Iron Islands, his grandfather Harwyn Hoare, known as Hardhand, has conquered the Riverlands in central Westeros, establishing the Kingdom of the Isles and the Rivers. A king over two people, the ferocious Ironborn raiders and the notoriously squabbling Riverlanders, Harren has inherited a deeply divided kingdom from his weak father. Over the forty years of his rule, he has become an infamous tyrant, feared and hated by the Riverlanders and even his own Ironborn. Seeing himself as a strong ruler, he is well aware of his advancing age and the ineptitude of his sons, so he is obsessed with building a monument for himself, the gargantuan castle of Harrenhal in the central Riverlands. To pay for the castle, supposed to be the largest in the known world, he bleeds the Riverlands dry and has started a war with his wealthy neighbour, the Kingdom of the Rock.
Argilac Durrandon, King of the Stormlands
As the only house in Westeros, House Durrandon claims to literally descend from the gods of old that once lived in the world. This has shaped Argilac Durrandon, the old warrior king of the Stormlands. He is prideful and confident to the point of arrogance, a beloved king to his own people and a feared warmonger to his neighbours. Age has barely slowed him down and he remains a fierce fighter, fitting for a kingdom with such a strong martial tradition. The Stormlands in southeastern Westeros are a harsh place to live in and they breed even harsher people, with Argilac being one of the harshest of them all. However, he is seen as merely the last gasp of a dying dynasty, as his predecessors have lost much of the glory of his ancestors, despite all his attempts to restore his kingdom to its former size and might. He is the last male Durrandon, with his only living offspring being his young daughter and heiress, Argella.
Torrhen Stark, King of the North
Torrhen rules over the largest, but also northernmost, coldest and emptiest of the seven kingdoms. The North is larger than most of the other kingdoms combined and due to its harsh climate seen as nearly impossible to conquer. Under the Kings of Winter, it has become the last kingdom in which the traditions of the First Men are regularly held up. Torrhen himself is a quiet and thoughtful man, who never quite seems to fit in with his usually loud and aggressive bannermen. However, his authority is unquestioned, as he defends his kingdom against wildlings from beyond the Wall, Skagosi raiders to the east and Ironborn to the west and the south. Dedicated to keep the independence of his kingdom against all enemies, he is even willing to employ tactics his ancestors would have never approved of.
Loren Lannister, King of the Rock
Rich through their vast gold and silver mines, the Lannister kings and their bannermen rule over the Rock, the single most wealthy of the seven kingdoms. With wealth comes trade and the Rock becomes only richer through their strong ties to the Kingdom of the Reach, but also envy and for as long as they exist, House Lannister had to defend themselves and their kingdom. Loren is no difference in these regards. Lacking much of the charisma of his ancestors, he rules through strength alone. Reasonable to his friends, he is ruthless to his enemies and determined to stand his ground against the Ironborn of House Hoare, with whom the Rock is engaged in a stalemate war. He is unforgiving towards those who wrong him or his people, which has given him the respect of his bannermen and subjects.
Sharra Arryn, Queen Regent of the Mountain and Vale
Once the point where the Andal knights invaded Westeros to establish their nations, the Vale, most commonly known as the Vale of Arryn or the Kingdom of the Mountain and Vale, is located behind the thick mountain ranges in eastern Westeros, making any attempt to attack it by land completely futile. This has caused thousands of years of peace under the rule of House Arryn of the Eyrie, though a generally cold and harsh climate still prevented them from ever competing with the riches of the Rock and the Reach. Sharra herself is not an Arryn by birth, but rather the young widow of the former Falcon King, Alester Arryn and mother of two young sons. The eldest of them, Ronnel, is still just a child, leaving the inexperienced Sharra as the Queen Regent until he comes of age. Beloved by her people for her beauty and not for her skills in ruling a kingdom, Sharra's surprising reign is overshadowed by unexpected threats to the Vale, of the like few of her predecessors had to face.
Meria Martell, Princess of Dorne
Despite the title of princess generally hinting at youth, Meria is anything but. The oldest living ruler of Westeros, she has ruled over the arid lands of Dorne in the southernmost corner of Westeros for over fifty years. Blind, bald and mostly confined to a wheelchair, she is mocked as The Yellow Toad of Dorne, but never to her face. Despite her physical shortcomings, she has a surprisingly sharp mind, unaffected by her advancing age and to the frustration of her ageing son, she simply refuses to step down from her rule. Staying true to the words of her house "Unbowed, Unbent, Unbroken", Meria values independence above all other virtues. The Principality of Dorne is the only nation in Westeros which can trace its roots back to the Rhoynar, who once fled to Westeros from the Valyrian dragonlords. Meria has inherited their unyielding determination and bravery. Always a step ahead of her enemies, she is dedicated to keep Dorne from falling victim to enemies from within.
Aegon Targaryen, Lord of Dragonstone
Not a king in his own right, but merely lord of the independent island of Dragonstone and the surrounding islands, Aegon is the young head of House Targaryen. Once a minor noble family from Valyria, they have risen to prominence by virtue of being the only family to escape the Doom of Valyria with their riches intact. Most notably, this includes three living dragons, making Aegon the last Dragonlord. While his family has been modest nobility in Valyria and often overlooked by the old royalty of Westeros, their dragons give them an invaluable advantage over the rest of the known world. Married to his sisters Rhaenys and Visenya and recently having become father of a son, the young Aenys Targaryen, Aegon is determined to restore his family to its old glory, to give them a future beyond the barren rock of Dragonstone, instead of fading into history like the rest of Valyria. A quiet man with few friends, he is inscrutable and ambitious, his actions capable of shaking Westeros to its core.
A core location in the story is the city of Raylansfair, located on the western coast of the Kingdom of the Reach.

For centuries, Raylansfair has been home to House Raylan, a once proud house, tasked with keeping an invaluable historical archive safe. They built the city up and led it through centuries of glory. However, recently the house and the city have fallen onto hard times. Lord Robert Raylan, last of his line, is dying without having named an heir. With no male relatives and in a time of great turmoil in Westeros, Robert Raylan unwittingly led his city into a succession crisis. Spying at their riches and the secrets of the archive, many powers all over Westeros make their move as House Raylan breathes its last breath. Enemies stir in the shadows and the city is about to head into a catastrophe.
At least this is the original premise of the story. A lot has happened since then, the story has expanded to feature hundreds of characters in every single kingdom of Westeros. Split into three books, you can find an overview of the chapters and characters below:
